Strategy 9

"Observing the fire from the other side of the river"
Explanation-
When there are disorder and internal struggles amongst the enemy's forces, one should wait till the enemy's situation turns bad before attacking. Arguments and unhappiness in the enemy's camp, weaken the enemy's strength. This is when one should seize the opportunity and reap the benefits with minimal effort. The whole concept can be summarized by the phase in Yi Jing's "Yu"(or please) Theory which advocates using the smoothest method to achieve the best result.
